James 1:14-15 says, "But every man is tempted, when he is drawn away of his own lust, and enticed. Then when lust hath conceived, it bringeth forth sin: and sin, when it is finished, bringeth forth death."
Temptation is not sin, but will lead to sin if a person gives in to it.
We all have a sinful nature....or what is called a carnal nature. Man's sinful nature is described as "only evil continually" (Gen. 6:5); "desperately wicked" (Jer. 17:9); "shapen in iniquity" (Psa. 51:5); "estranged from the womb" (Psa. 58:3); "foolishness is bound in the heart" (Prov. 22:15); "righteousness is as filthy rags" (Isa. 64:6); "gone astray ... turned to his own way" (Isa. 53:6).
The Bible uses the term "natural man" in 1 Cor. 2:14 refers to the unsaved man. In his natural, fallen condition man cannot understand the things of God because he does not have the Holy Spirit to give him understanding. When a man receives Jesus Christ and is born again, he receives the Spirit of God (Eph. 1:12,13), Who guides into the truth (John 16:13; 1 John 2:27). The Greek word translated `sensual' in Jam. 3:15 and Jude 19 is the same word translated `natural' in 1 Cor. 2:14.
Romans 3:10-18 begins and says there is none righteous...no not one and then goes on to explain what this means.
So are natural urgings sin.....no, but they certainly are the source of sin when a person seeks to gratify their sinful desires. If you are referring to sexual desires....they are natural and not sinful in themselves... However, a person sexual desires take the form of sinful lust...it is sin. Jesus said in Matthew 5:28 "But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart." In the God given context of marriage between a man and a woman...sexual desire for one's spouse is not sinful.
Hope this helps..
