That quote has been utered by many a condescending liberal when asked to justify their non-belief. The following rebuttle was given by Cooper Abrams via e-mail.
'The Bible says repeatedly that God is perfect and He is righteous. Righteousness, simply means being right....or perfect.
Perfect
De 32:4 He is the Rock, his work is perfect: for all his ways are judgment: a God of truth and without iniquity, just and right is he.
2Sa 22:31 As for God, his way is perfect; the word of the LORD is tried: he is a buckler to all them that trust in him.
Ps 18:30 As for God, his way is perfect: the word of the LORD is tried: he is a buckler to all those that trust in him.
Ps 19:7 The law of the LORD is perfect, converting the soul: the testimony of the LORD is sure, making wise the simple.
Mt 5:48 Be ye therefore perfect, even as your Father which is in heaven is perfect.
Righteous
Ezr 9:15 O LORD God of Israel, thou art righteous: for we remain yet escaped, as it is this day: behold, we are before thee in our trespasses: for we cannot stand before thee because of this.
Job 34:5 For Job hath said, I am righteous: and God hath taken away my judgment.
Ps 7:9 Oh let the wickedness of the wicked come to an end; but establish the just: for the righteous God trieth the hearts and reins.
Ps 116:5 Gracious is the LORD, and righteous; yea, our God is merciful.
Da 9:14 Therefore hath the LORD watched upon the evil, and brought it upon us: for the LORD our God is righteous in all his works which he doeth: for we obeyed not his voice.
Heb 11:4 By faith Abel offered unto God a more excellent sacrifice than Cain, by which he obtained witness that he was righteous, God testifying of his gifts: and by it he being dead yet speaketh.
Re 16:7 And I heard another out of the altar say, Even so, Lord God Almighty, true and righteous are thy judgments
God made man perfect and placed him in the Garden of Eden. He gave Adam a will, intelligence to use his will, and emotion. God warned Adam that if he disobeyed he would die. Yet, Adam, sinned and disobeyed God. God made a perfect man, but the man, not God, sinned. If someone had a son and taught the child to do what was right and that stealing, murder, etc was wrong and would cause them great problems in their life. The good parent would want the best for their child and would do everything they could to help the child live a good life and avoid doing wrong. But if the child chose to disobey would the parent be responsible? Clearly, you could not blame the parent if they had done all they could to help the child.....nor can you blame God for Adam's disobedience in sinning and beginning sin into the world.
...the good news is that yes, we all sin, but by faith in Jesus Christ God, who is love....and still wants the best for us, He will forgive our sins if we believe and put our faith in him. God is going to restore this world, that man has corrupted and if we accept Him as our Savior we can be apart of this new world.
Hope this helps...
